Defines

-DTAGS		Makes ClipPaint write p->sentinel.text into
		a fixed 'tag' line at the top of the window.
		Without this, pads treats p->sentinel.text
		as line 0 (which can't be selected) but is
		scrolled normally with other text. This text
		string is created by a call to 'banner' in
		the host Pad.

-DTAGSEP	Draw a 1-pixel black line between the tag
		line and the scroll/text regions below.
